DSEK to Roll Out Winter Tutorials in Schools Across Kashmir

Srinagar, Jan 4: The Directorate of School Education Kashmir (DSEK) is preparing to roll out winter tutorial classes for students of secondary and senior secondary government schools in the Kashmir division during the ongoing winter break.

Officials said the process of finalising tutorial centres and identifying teachers has already been set in motion. Chief Education Officers (CEOs) across districts have been instructed to complete the groundwork based on proposals earlier submitted to the Directorate, seeking permission to hold winter tutorials for students.

According to officials, this year special emphasis is being laid on finalising the list of teachers well before the start of tutorials. The objective is to ensure transparency and to avoid inclusion of ineligible staff, particularly those already entitled to leave salary during the vacation period.

An official communication circulated at the district level states that Principals and Zonal Education Officers have been directed to start winter tutorials strictly as per the approved proposals for Classes 9th to 12th. The instructions also stress the need to maintain a safe and student-friendly environment during the tutorial period.

School authorities have been specifically asked to ensure adequate heating arrangements inside classrooms so that students can attend classes comfortably amid harsh winter conditions. Heads of institutions have also been told to submit details regarding student enrolment and arrangements made for the tutorials within a stipulated timeframe.

Earlier, the Director School Education Kashmir, Naseer Ahmad Wani, had formally directed all Chief Education Officers to initiate winter tutorials without delay and strictly follow the approved framework submitted to the Directorate.

The move comes shortly after recognised private schools in Kashmir were allowed to conduct remedial classes during winter vacations. However, private schools were instructed not to charge any additional fees and to obtain parental consent before conducting such classes.

While DSEK will oversee winter tutorials for secondary and senior secondary students in government schools, officials said the tutorial programme for elementary-level students is likely to be managed separately by the Project Directorate of Samagra Shiksha.

The initiative is aimed at compensating for academic time lost due to prolonged vacations, weather disruptions, and administrative closures, ensuring continuity in learning for students during the winter months.
